I just recently purchased a 99 C5. The parking brake doesn't work too well. (In neutral with the parking brake up it rolls) I talked to the previous owner from this forum who has been awsome in details about the car and random questions and he informed me that the parking brake cable is adjusted where it should be but they are not that great on these cars. Is there anything I can do or anything you guys have done to fix this problem?
Do an archive search. Lots of info there. You'll need to address the adjusters at each rear wheel and at the brake handle. Mine works after all the messing around but it is not great. Remember it is a parking brake- not an emergency brake. I'm not sure mine would even pass a state inspection if we had one here.

Mine rolls when parking though thats not too good. If its in first its fine but I would still like it to hold pretty firm since I live on a hill. Thanks
pulling the cable and backing up just adjusts the cable...
there is a possibility that the grease on the parking brake handle has dried up and preventing proper functioning.
Usually, the rear shoes ( inside the rotors) of both wheels need to be adjusted by turning the star wheel.

The p-brake is auto-adjusting. Try this fix and see:
Park on a steep hill. Allow the car to roll back and jerk the parking brake up. Do this 4 to 5 times. The car will begin to hold itself after the 4th time.
If you don't have a hill, get some rearward momentum by rolling in reverse.
