Well I'm chasing a gremlin.
I have a new alternator new battery. The dic reads low 12-13.0v at all times.
We hooked it up to a tester at the dealer. Actual output at battery and alternator is 13.4-14.8 under load.
Got reading with my meter at battery of 12.9 with car off.
When key is on and accessories and engine off DIC shows 12.2.
When the engine temps get above 200 deg the dic starts to read 12.3-12.6 constantly.
It has got to be something with getting power to the fuse box and to the pcm/bcm
I have checked my grounds everything is clean and is fine.
I was going to upgrade the big 3 but pics in the tech notes are gone.
I have a couple of Ideas to check out. I want to take a look in the service manual to make sure that Im right before I give them to you.

Im going to change the battery cable ends tonight and replace the wire from battery to fuse panel. I will be installing 4ga wire from batt to fuse and might swap power side to starter Using 4ga also.
Might try to swap ground also i will use 2ga just need to see how close to the header everything and let the car cool down.
Well today cut the old side mount terminals off.
Installed new 4ga wire from battery to fuse box.
Voltage came up a little but not as much as needed.
I might just have to upgrade the block ground and the positive lead to starter.
It is defiantly Heat related.
My car does something similar, when i start it up from it sitting overnight - it will read 14.0-14.2, but after driving for some time, it will drop to 13.0 and even as low as 12.6...
I remember reading something on the forum about the DIC not being very accurate on some of the earlier models?
When mine was reading 12.6, i checked the alt and battery, both were over 13.5 and read the positive input on the fuse block and it also was in the mid 13's. Checked a few fuses and they also read in the 13's, so not really sure where it pick's its voltage up from.
Hey Brian, did you rebuild your orginal alternator or get a brand new one? If it's new, is it compatible with your model year? I remember reading a thread by E-T about alternator part number compatiblity for specific model years. Might be worth doing a search.

It is new and everything was working correctly after it was installed.

I found E-T's thread (Will an alternator for a 2004-5 work on a 1997-03?). For what it's worth, he says an Valeo 110 amp (French made) p/n 10246634 is the only alternator that will work on a 1997-00 and to rebuild the orginal. Any later p/n's require the PCM to be reflashed to work properly.
