I can turn active handling on and off, but when button is held down competetive mode will not activate. I put my button assembly in a friend's car and it works fine. Any insight?
What model year is your car? For model years 2001 and later, the Competitive Mode can be activated while the car is on the move. For model years 2000 and earlier, the car must be brought to a complete stop in order to activate the Competitive Mode. Could this be it?
You really should update your profile with your car's model year, type (coupe, vert, FRC/Z06), mods and any other pertinent info. This would greatly benefit others here when attempting to answer your questions and assist you.

Are you sure you're not turning Traction Control on and off, instead of Active Handling? Generation 1 Active Handling became an option in late 1998 and continued through 2000. A car with Generation 1 must be stopped at the moment of engagement (about 5 seconds after the button is pushed) in order to activate Competitive Driving (Active Handling on, Traction Control off). With Generation 2 Active Handling, which became standard equipment for all 2001-2004 C5s, the car may be moving at the moment of time-out, after pushing the button, and Competitive Driving will still engage. If your car is a 1997, or 1998, you may not have the Active Handling option, and, therefore, no Competitive Driving option.

The car is a 99 coupe. I did not see the JL4 option, but it does have the Z51 performance handling package. I do hold the button down for 5 + seconds, it eventually goes to previous screen instead of saying competetive mode. The car is at a complete stop when I do all of this.
As mentioned above, the car must have active handling (RPO Code JL4) in order to have the Competitive Mode. For model year 1999, AH was an extra cost option. For model years 1998 through 2000, the car's Service Parts Identification (RPO) Label will show RPO Code JL4 if it is equipped with AH. For earlier model years, the RPO label can be found on the underneath side of one of the rear storage compartment lids, usually the driver's side I believe. For later model years, the RPO label is on the inside of the glove box lid. (I can't recall at the moment, but I'm thinking the label for '99 was on the inside of the glove box lid.) Also, if your car has AH, the words "Active Handling" will appear above the button on the console.
