Column Locked!!! How Do I Remove Column Lock Plate?

Default Column Locked!!! How Do I Remove Column Lock Plate?

My column is locked, and I've tried every maneuver recommended on this website - jerking the wheel back and forth, holding it from side to side, powering the motor directly, charging the battery, etc. This d#mn thing won't budge.

I guess the next step is to remove the column lock plate. What is the procedure for this? Do I need any spacers or other parts or tools? I have the service manuals, but they don't specifically cover this procedure that I can find.
