If the locking tab breaks, your only options are to re-weld it.
On the bolt? Just buy a new bolt. Or are you talking about something else? The tab that is on the bolt rivets into the car to keep the bolt from spinning when tightening the nut from beneath the car.
--oh, I just looked at your picture again. You must not have drilled the rivet out, or the impact of taking the nut off from the bottom side broke the tab?

It's a dual tab. Have you seen one in person? If yes, you would know that there is a steel tab that is welded to the chassis - and the bolt head has a tab that slips over it. That tab is riveted to the chassis tab. That is what stops it from turning.
You drill out the rivet, weld the steel tab back to the chassis and re-rivet the bolt to the chassis tab.
