1st to 2nd gear shift problems

this question is about the camaro, I know more people on this forum so would rather ask here?
when I shift the automatic transmission from 1st to 2nd manually at about 6200 rpms under full throttle, it does not shift and the engine just wraps on the rev limiter, if I shift the exact same way under full throttle but shift at about 5000-5500 it shifts fine, what the heck is the problem, it is a 2002 camaro and I put a 700r4 trans in it any help would be great
