Default Column lock help needed

Also posted in C5 General.
Got bit last night. I've had my `03 AE MN6 CPE for 1 yr. Last night got the Service Column Lock msg. but no Pull Key and Wait 10 Seconds. Thought I was going to need a tow. Parked car, took care of business, came back out and started to same Service Column Lock msg. Strange thing is no lock up. Messaged stayed on all the way home. I got it into garage and message is still on, but wheel isn't locked up.
Ordered CLB from COH today, they said this will work if no recall work was done. I thought none was done.
To get a jump I dismantled dash. Looked for the harness and what do I find but evidence of an early recall. "If you have White, Purple, Green, Black on either side of the connector, then you DO have the recall mod." So I remembered I had received a VIS with my purchase last year and lo and behold under bulletin 4006 work was done...on 9/29/04...V1145-04006- perform reprogram and functional test- manuals on... So where I stand now is it starts and runs. DIC reads 'Service Column Lock'. Hitting reset clears message but it returns on restart. However column does not lock even when key is out. Seems like the reverse is happening, that it's stuck in the unlocked position. Was this early recall the K Harness service or something else? Note service history shows 4006 not 4006B. Should I install the CLB? Or do I have to have the dealer uninstall or replace something first?

You say the column does not lock, but can you hear the actuator cycle when you turn the key on or off?
If you cannot hear the actuator cycle, then you do not have a Harness K installed (it keeps the actuator in the circuit if correctly installed), and the actuator may be stuck in the unlocked postion as you suggest.

If you got a notice for the last recall, I would go ahead and have the recall done to remove the lockplate and install the Harness K kit. Then you can decide if you want to leave the Harness K relay installed, or replace it with the aftermarket CLB.

No actuator noise when turning the key on and off. What was actually done on the first recall?

The first recall was just a reprogram of the PCM to cut fuel so that you cannot drive the car with the column locked under certain low voltage conditions, and should not have involved any wiring changes.

The car was already programmed to cut fuel if the BCM detects that the column is locked, or cannot determine the actuator position. IF the power supply to the PCM is interrupted or voltage is low, the PCM resets during engine start up and does not have time to see the BCM's signal to inhibit fuel. If the PCM does not see the inhibit fuel signal within the specified time it will allow vehicle motion. The PCM does not act on any new signals from the BCM regarding the column lock/unlock state, so if the column failed to unlock, the driver could move the vehicle.

Well, did some further reading and experimenting. Turns out I think the acutator was stuck in the open position. Tried pulling fuse 25 & 29 as suggested for correcting codes after CLB install. After a couple of times pulling and reinserting fuses, column locked. Then I got the pull key and wait 10 seconds message twice. Next time and subsequent tries, column locked normally and threw no codes. Next I installed CLB which takes all of 20 minutes. Works perfectly so far. Now I'm all again!! While I was at it I installed a CAGS bypass I had ordered from COH with the CLB. That is a 5 minute install and it works perfectly. I'd suggest both to anyone. Thanks for all the info on the forum. And thanks to 97vette for the detailed instructions. If anyone in northern NJ needs help with either of the above I'm there.
