Pull key,wait 10 sec,no column lock ?

Pull key,wait 10 sec,no column lock ?
my 97, started having the pull key .....10 sec. message.If I do pull and re-insert key the car run's fine.
It seems to come on,and disable the fuel pump,after the car sits for 15-20 min,if re-started before that time frame it runs fine.
I have a new batt. voltage reads 12.85@batt. new cables on both poles, does this with either key, had k harness,tried clb,pulled #25 fuse
tried dis-engaging the batt again, no luck any idea's!!! would be greatly appreciated, don't wan't to go to Dealer they have already jurked me around on the recall last year!

Happened to me at the Drag Strip last week, just once. A Chevy Dealer Tech was there and said sometimes the chip in the key doesn't seat properly and will give the dreaded message.
