Competitive Driving Mode as you described is available on the C5 also. Surprising how many long time Corvette owners don’t know of it.
I showed it to a fellow club member on his 2000 while at a show in late August. He has owned Corvettes for many years and purchased the 2000 new.
On the C5 you must hold down the “Active Handling” button for about 10 seconds, at which time “Competitive Driving” appears on the DIC display.
Early C5’s must be at a full stop, however on later C5’s, this mode can be engaged while the car is in motion. I don’t recall what year the change occurred – 2001?

You are correct.
2000 and older: hold button for 5 seconds while at a stop.
2001 and newer: hold button for 5 seconds at any time.
Active Handling is on, Traction Control is off.
Active Handling also works better on 2001 and up due to better computer program with better algorithms.
