I have a 99. It is right in front of the radiator and A/C condenser on the right tward the bottom of the radiator. You have jack the car up a little to get fat enough under to see it. I'm not sure what you have to do to get it out.
Maybe Wrong Here But I Think The Climent Cont. Sensor Is On The Dash On The Right Of The Steering Wheel. Has Little Louvers. The External Sensor Under The Front End Pessenger Side, But I Don't Believe It Has Anything To With The Climent Control. Don't Bank On It Though.
Maybe you should post the problems with the a/c. The outside air temp sensor isn't super likely for most problems. It can have an effect, but depends on what your problem is. Is your outside temp wrong, or fluctuating?

I know for a fact the compressor won't come on if the outside temp is below 45 degrees. I'm pretty sure it, along with the inside air temp and the sunload sensor all are taken into consideration when calculating the amount of cooling needed.

Exactamundo. Those 3 sensors are used to determine the optimum temp settings and the external sensor will prevent the AC from coming on if it reads below ~40F. If your external temp display is erroneous then the problem is your external sensor.
If you unplug it the temp should default to ~68F and allow the HVAC to operate. The connector can also be corroded and affect the sensor impedance so check that and clean it if it looks corroded.

I had a little off track excursion and I hit the passenger side hard enough to crack the body plastic below the fog light on.
My AC functions fine...blows cold at any fan setting. BUT it is stuck between 68-71. I cannot adjust the temp beyond this range so I thought it might be that I damaged or disconnected the sensor in that area.
The temp sensor is held to the mount with a plastic clip that is pressed into a hole. You can reach down from above through the hood opening and pull it up out of the hole and the wire is long enough to get it high enough to inspect the connector and sensor. Of course if it's not connected you can reconnect it from below without pulling it out. But to reinstall you just snap the plastic stem back into the hole. The sensor itself feels brittle, so it's possible you broke it. It's a skinny "probe" with a glass-like tiny tip. They are not very expensive and should be available at the dealer. In the picture jr_vette provided, the sensor connector is the bottom most right side. It doesn't show the sensor, just the connector. It's just behind the passenger side fog light on the bottom of the car and points toward the center of the car front.

Very likely your problem. The external air temp sensor is located right there where you hit. It is very easy to find, just look up in the radiator air intake from the bottom of the car, it is the only thing that sticks through the shroud. As shown in the posted photos, it is located at the pass side bottom right where the shroud starts. You will have to remove the lower access panel to access the back of the sensor and the wiring harness that connect to it. It is very likely you pushed up the nose enough to damage the sensor or the wire that connects to it. The radiator shroud is bolted to the nose in that area, so if one moves they both will move, unless you hit hard enough to pull them apart. The radiator shroud is very flexible so I should move with the nose pretty well.
