This LS1 is pissing me off. I was using the pen magnets to hold the lifters and when i removed one of the magnets part of the magnet is still on the lifter. Is there any way to get to the top of the lifters so I can get that damn think out?

Can you rotate the engine to get that lifter to come up higher?

First, don't panic or it will get worse. Look over on LS1Tech, this has happened many times to the guys over there. A stronger magnet will work if you can find one.
Don't sweat it. You haven't damaged your engine at all. Like has been said above, take a fresh stab at this after some rest. The worst case scenario is you have to pull a head -- no big deal! It's not that much more labor and you'll learn a little more about the motor that way.
The steel on the lifters is an alloy. Try putting an iron rich rod down the hole to attract the magnet away from the lifter. A long thick screwdriver would be a place to start.
Play with one of the magents not inside the engine to see which rod will work best. You can also try an electromagent by wrapping wire around the rod and connect to a battery(not the car battery though, ouch). Again play around with this on the bench before entering the block. The block is Alum so it should not interfere with the magnet extraction. Try one of the push rods too.
