This complete longblock in my opinion should be able to be built for around $10,000 TOPS, and that is just my educated guess of course!!

The new GM performance LSX monster ironblock motor is going to be very affordalbe for what it is for $2,000 and the rest of the forged internals, heads, crank, rods, etc., should be able to be put together for $8,000 I would think, about 1 year from now!! Also, these new heads off the 07 Escalades L92 I believe they are called, are VERY AFFORDABLE and are similar to LS7 style heads and you now the aftermarket will be CNC Porting these heads and making some BIG POWER for a very affordable amount as they flow REALLY WELL stock out of the box and can be purchased new from GM fully assembled for around $500 total!
