I've done a search and I believe my problem to be slightly different than what others have posted.
When I twist the headlight / parking light switch to the 1st (parking light) position nothing happens. When you twist the switch to the 2nd (headlight) position the headlight doors open and the headlights come on, still no parking lights (including rear tail lights) and no instrument lights.
For the reverse, when twisting the switch from the headlight position to the parking light position the headlights shut off and the headlight doors stay up as normal, still no parking lights... Then when twisting the switch to the off position the doors close as normal.
In all swtich positions the DRL's stay on. At night when I unlock the doors with the keyfob the parking lights come on as normal however this is the only time the parking lights will come on.
This may be a problem for Bryner Chevy since I trust Steve greatly, however I enjoy working on my own stuff and I want to make sure it's not something easy I can fix.
I had the exact same problem with mine. the contact inside your multifunction switch is burned. you can do 1 of 2 things. you can go to the dealership and buy a new switch or you can do what i did. i removed my switch and took it apart (it just snaps together) on the back of the switch there are a few screws. remove these screws and the switch pulls apart. then you will see a bunch of contacts. find the park light contact and clean off the contact surfaces and apply some isoropyl alcohol and retest. i wish that i took some pictures of this but i was too lazy. it took about an hour and the repair did not cost me a thing pm me if you need any further assistance! i did this 6 months ago and the switch continues to work flawlessly!

Apply a thin coat of Vasoline to all contacts before assy.
Thanks for all of the replys... I'll look into the multifuction switch. I was also wondering if a relay could have gone bad, but my guess is it's the switch also.
This time of year I take my old truck most of the time but the weather was nice so I pulled the vette out this morning only to find when I got to work that my intermitent problem became an "all the time" problem... I drove home tonight with no marker lights or cluster lights. grrr
I have had this same problem now for the past three years, but only in the winter months. When this happens, I just warm the signal lever up by holding it tightly with my hand for a minute or two, then it eventually comes on. Try it, it may work for you too.
You have a cold season in San Diego... Just kiddin, well then it seems everyone that has this problem it's all related to the multifuction switch. Now time for the fun part.
This may not apply but are you in gear when you try the lights? I found that the parking and DRL's are off until you shift, I have an 01 A4.
Your parking lights and dash lights should come on when you turn to the first position whether you're parked, driving, in gear, key off, doesn't matter. I would suggest you check the #6 fuse in the passenger floor, but I think maybe that if it blows the headlight motor doesn't close when you turn off the lights. Worth a check.
This is just an update for those that may search the forum for this problem later. As was discussed on here many felt it was the multifuction switch. Well they would be right, as I had stated in an earlier post since I have the GM protection plan I took the vette into Bryner Chevy rather than mess with it myself. <-- plenty of other older car projects to steal my time.
The Steve's confirmed the multifuction switch issue, replaced it and now everything is back in working order.

I found your thread thru another members help. I'm having the same problem as you did, so I'm off to tearing this switch out. Can you please elaborate a little on what you did. I've taken apart the 2 piece column cover and already broke the tit off the top cover. It looks like you need a female torx driver for one nut, which I didn't see. Now, I've taken the torx nut off the top the switch, but cannot get to the one on the bottom. Did you take your steering wheel apart to get to this? Or did you just take apart the actual blinker switch? I can't see the two screws you're talking about. Any help would be greatly appreciated.
