I just bought a 99' coupe a couple of months ago. Everything has been going pretty good with my new vette. However yesterday my windshield wipers started doing something funny.
My wipers are turned off. But they still try to work, they move about 3 to 4 inches then go back down, when they are down there is this a high pitch noise, when they go up a little bit the noise stops, they repeat this the whole time im driving. Also, this effects my AC console lighting. It goes dim, then comes back on, then dims, etc, etc?
Nope, these are not vacuum wipers. These are electric motors, with the "computer" to the electric motor being the lowest point in your cowling, which means it's sitting in water if your utters get clogged.
Likely your whole wiper motor needs to be replaced. If you're electrically inclined, you can try and take it apart to see if a few soldering joints near the plug have broken loose <i've heard of this hapening as well>

You still have to clean out those utters.
There is a thread here some place on how many and their location. I believe there are three on the drivers side and at least one on the passenger side.
You can purchase a rebuilt wiper motor from Autozone with life time warranty for $39.99 plus core charge. I normally wouldn't buy rebuilt auto parts for a Corvette but if you are like me I try to never drive the car in the rain.

WOw! I didn't know that! Is the controller on it as well? Well, that's dumb, it would have to be. Who cares if it's rebuilt with a lifetime warranty!

I had the same problem earlier in the summer, I got stuck driving my car in a real HEAVY rain storm and had the issue thereafter...
Afterwards, I learned of the udders and cleaned them all out...I was too lazy to change the motor and really had no reason to rush it as I almost never drive it in the rain...so all I did was pull the wiper fuse and figured I'd replace the motor over the fall/winter
Interestingly enough..I decided to replace the motor a month or so ago but before doing so I put the fuse back in and lo and behold...the motor must have dried up over the past few months and the motor now works fine!
Just thought I'd let you know the motor may dry out over time..
