Default column lock question

Guys,I know that this issue is always being discussed,but I have some questions.
Two days ago my car sent me the message Service Lock Column,so I went on the forum and read about all the issues,I did order the harness from corvettes of Houston.
My car is a 99 convertible 6 speed that originally is from Canada.
When I put the key in and turn to on,without starting the engine,I cannot move the steering,but if I start the car,the steering is fine,is this normal?I also pulled up all the codes and all was ok,no codes in the car pertaining to this message.
Today I went into the fuse box on passenger side and pulled out fuse 25 for a couple of minutes and re-installed.I put key into ignition and turn to on position,no message appeared,but I still cannot turn steering until I start the engine,but I am getting no more codes.
Before this issue came up,I'll be darn if I can remember if the car has always been like this as far as not being able to turn the steering until car is running,Also how will I be able to install the harness,unless I do it while the car is running,to free up the lock.
Once again any help is appreciated.

It is normal for the steering to be locked with the key off. When you install the Houston kit it will turn with key off or out.

My ? is if I turn the key to the on position,but not starting the engine,should I be able to turn steering?

Well I received my CLB from COH,I followed directions on getting to the existing harness,it has black,orange,green and purple on one side and white,green black and purple on the other side,this tells me that the recall may have been done.Does this mean that the clb will not work and what do i need to do to make it work.Car drives fine,no locking,just the message SERVICE COLUMN LOCK appears after car is driven and started back up.
I can clear by pulling fuse 25,but comes back after driving and starting again.

Try pulling 25 and 29, wait the one minute, etc.
