Well, yes and no, depending on year.
I did a lot of research when I converted my 2000, and here is what I think to be true.
'97-'99 used a short H-pipe, which won't match with the later manifolds. They used a longer stainless steel manifold.
AIR pipes attached to #8 cylinder, and oil dipstick attached to #6.
2000 models used the new longer H-pipe (most had 2 converters, but West Coast & some East Coast had 4 converters).
These also used a stainless steel manifold, but shorter (only used in 2000).
AIR pipes still attached to #8 cylinder, and oil dipstick attached to #6.
01-04 used the longer H-pipe, but the LS1 had 4 converters, and the Z had only two converters.
All 01-04 used the new cast manifolds (short). LS1 and Z06 were identical.
AIR pipes moved to #6 cylinder, and oil dipstick attached to #4.
So, it's a hodge-podge, with the 2000 (I own one) being the bastard child changeover model. (some say the later 2000's converted early to the '01 setup - I can't comment on that).
Summary. all '01-'04 LS1 and Z06 can exchange manifolds and H-pipes at will. Only dif is the lS1 H-pipe has the two extra little "pup" cats
and the Z does not.
For the older cars, you have to mix and match as indicated above.
To upgrade a '99 to Z parts would require any '01-'04 manifolds, a Z06 H-pipe, and also any '01-'04 AIR pipe and oil dipstick.
Good news - all catbacks (mufflers) interchange on all years.
A slight clarification; not all late-model LS1 H-pipes had pup cats, and the cats on the Z06 (2002+ for sure) are different than the Coupe (slightly higher-flow, claimed by GM to be worth about 5 HP).
FYI, the Z06 h-pipe and the C5 h-pipes are made out of the same material (IOW, the Z06 h-pipe is *not* Ti). I'm assuming from the title of your question that you're considering getting a set of Ti exhausts to replace your stock mufflers. If that's the case, they bolt right up, for all model years, AFAIK.

The only Ti part is the '01-'04 Z06 catback. I wouldn't waste my time w/ manifolds and different H-pipes... just get a LT header system w/ cats and an x-pipe.

You'll get anywhere from zero to "nothing worth measuring" by upgrading to stock Z06 manifolds and h-pipe.
