I had a '97 Eldorodo that was doing the same thing. The problem was a bad "throttle position sensor". I would assume a C5 has a TPS. My car did't send a code or the service engine light did't come on so the dealer could not figure out what it was. One day the light came on , so I drove it right to the dealer and they fixed it.
Curious how does it idle? If you have it in neutral and bring it up to 2-2.5k slowly, then lift (as if you're on the road) does the idle drop back down to 800ish, or does it hold at 1500?
I agree, custom tune or throttle position sensor would be good places to start.
if I get the car up to 2000 to 2300 rpms and take my foot off the accelerator the engine rpm's drop down to 1500 and just hold there.
I have to brake just short of what you'd consider "pretty hard" to get the rpms to drop down to 1000 and then finally to 850.

You need a tune. With my car we had to go back in a couple of times because it is a fine line between the RPM's hanging up and the car surging at idle. Just tune it, take it for a few mile drive, and then retune if necessary. What you will also notice is that the speedo in these cars is slow to react and it will still register immediately after you stop. As soon as the speedo needle swings all the way down the idle comes down as well. It is frustrating but just takes some time to get it dialed in. Good luck
