Default Got a P0420 code today

Had my complete exhaust system (TPIS headers all the to the PRT's) switched from my traded 98 to my new 02. Put ~650 miles since. Early this morning check engine light came on. Pulled a P0420 code. Is this an O2 sensor problem or catalytic converter problem.

yup cat. trouble code. In the service manual it says that the "oxygen storage capability of the 'cat' has degraded below a calibrated threshold."

Tech ran a Tech-2 diagnostic and it gave a 141 code also. He thinks O2 sensor 1 bank 2 is not heating properly. A year ago, I had the headers installed. Six month later I got the check engine light. Don't know what the code(s) were then. Dealer replaced an O2 sensor. Worked fine up til now. What would cause the cat to go bad? Seems like a coincidence with the exhaust change. Are there any PCM differences with a 98 vs an 02 that may have caused the problem?
