we put heads and cam on my friends 99 TA...it ran awesome when we put it back together this week.... now some of the pushrods/rockers will not move(go up or down) any inpu on this guys?

What did you torque them down to? They should be set at 65 Ft LBS, they are self adjustable and will adjust themselves. Make sure the pushrods are seated in the lifters.

WHAT???? NoNo 22ft lbs on the rocker bolts
taken from ls1 howto:
Insert all 16 pushrods (7.400" is probably needed unless you have highly milled heads or a small cam, in which 7.350" might be needed), place pedestal back on the head, apply locktite to all the rocker center bolts and reinstall all the rockers. Torque the rockers to 22lbft.
Now, using your 24mm socket wrench, turn the motor over by hand (should be difficult as you are now building compression) and make sure the motor turns over by hand a full 720 degrees, then turn it another 360 (doesnt have to be exact or anything).
Go over all the rockers again with your wrench just to make sure they are all at 22-24'ish lbft.

Are the rockers bolts still tight?
Are the rockers stock?
What heads?
Is it all the rockers?
Need more information, but it almost sounds like a broken timing chain.
they are AFR 205 heads with a G5-X3....brand new... its not that all of the rockers are not moving...just a select few... even when the rockers are off and we are puttin pressure on the pushrods... the pushrods still dont move and the rocker is sticking up high... its as if the lifter is gettin stuck up higher in its hole and not moving... yes the rocker bolts were still tight... they are harland sharp 1.7 roller rockers..

This sounds like the lifters are frozen..Wich ones dont move? Are they side by side or not? Regardless removing the head and inspecting the lifters and bore would seem like a good course of action.
On a rare occasion, the lifter bores in the LS1's have been found to be an issue. Also, you may need to check to see if any of the lifter tray's are a number "10" some of which didn't provide correct lifter alignment. I would think the spring would push a lifter back down unless it has serious issues and if it won't go down it likely won't come up either.
