I just finished putting on new front rotors and pads. as I tightened up the wheel lugs the wheel slowly started to tighten up. When I completely tightened them up the front wheels are completely locked. I still have to finish the rears and right now the calipers are off at the main bracket.
The question is as I finish the rears will the front loosen up or did I do something wrong?? What am I missing?

Sounds like you've got some sort of mechanical interference somewhere. Assuming you have the same wheels on the same brake set-up as before (you didn't say), take the wheel back off and double check the mounting bolts and all hardware for your brake calipers, etc. Find out where the wheel is making contact where it shouldn't.
Did you lube the sliding pins in the caliper when you did the pad swap (you should have)?
When you swapped the pads, did you retract the piston all the way, i.e. more than necessary to install the new pads? If not, try that. My guess is one side / pad is pushing against the rotor as you tighten the wheel, i.e. the rotor is sitting in one position between the pads and when you put the wheel on and tighten it's forcing the rotor against (most likely) the rear pad, causing the wheel to lock.

I did lub the brackets and the back of the pads. I retracted the piston, I bolted the rotor on and it spun with out the rotor on so I remove the pads and tried to put the rotor on without pads and I am not able to get it on with the rotor bolted. There is not enough room for the bracket to fit behind the rotor and that is where the wheel is binding.
I'm putting on Baer Eradispeed they are supposed to be a direct replacement. I shouldn't need a spacer should I ??????
Is there such a thing for behind a rotor??? Has anyone else ever had this problem???
It sounds like you are bolting the caliper frame bracket on wrong. It should slide over rotor. The large bolts go thru the spindle upright and thread into the frame.
In other words:
Put the two bolts thu the upright from the back side first. Pull back on them enough so that the threads are not sticking out. Then slide the caliper frame in and thread the bolts into the frame.
