As far as I know the dealer is the only one who can do it.
I just replaced and ignition cylinder and didn't have any keys to begin with, I took my new ignition cylinder to a locksmith and was told GM does not give out the codes to cut keys to anyone but their dealerships.
I recently got a C5 key cut at a local locksmith and he also measured to get the correct resistor pellet. Cost about $25, took about 5 minutes. The head of the key was a bit smaller than the OEM key.
I paid 7 bucks for mine on ebay. Do a search for VATS key and just make sure you get a doublesided vat key. The older GM vechiles used the 1 sided.
Just test the resistance on your existing key and use the key chart on the sellers post and pick the right key. Then you can take it to any locksmith that can make a copy for about a buck.
bought my key from Ecklers, i needed other things as well. Just used my ohm meter to measure what pellet i had, then used the chart on ecklers site. Just need to get it cut now.
Go to fleebay after you find your resistor pellet value. Search forum for the chart relating resistance value to key number. About $6 or $8 for A DOUBLE SIDED VATS KEY BLANK. Then call around. I found a local locksmith to cut it for only $1. Dealer wants a FORTUNE. BIGHANK
