Unfortunately, if you read the column lock sticky at the top of this forum you'll read of many people who suffered column lock issues after the recall work was done.
A friend of mine with a '97 had the recall done (some '97s have problems with the aftermarket column lock bypasses) three different times. Final solution was to replace the lockout disc that the lock pin engages, and replace the column lock actuator.
Fortunately, since it's a safety recall, it doesn't cost you anything but time and aggravation.
