I got issues! Major Valve Tick and stutter

Also, at low RPMs (rolling start in 1st or 2nd) I have a stutter that goes away once the RPMs get higher.
Can anyone provide any direction to my problems?

Its tough to diagnosis this issue without speculating. If it were me, I would use a mechanics stethoscope and see if you can pin point a cylinder and a bank that the noise is coming from. If you cant, pull both valve covers and do a very careful visual inspection on the springs, rockers and push rods. See if you can see a cracked spring, bent push rod or a defective rocker. Some times the damage is very obvious.
It is possible that you could have a bad lifter but that requires a LOT more work to check the lifter. For the most part under normal driving conditions there pretty reliable. Normally is the simple things up top that have issues!
Sounds like you may also have a secondary issue also somewhere else in the power train in regards to the hesitation. If it is a bad spring that could cause the problem but it would get worse as the rpm's increase.
Do you have any CEL lights blink when the problem occurs? See if you can replicate the issue and throw an eye on the CEL and see if you get any blinking during the issue. If it does, that is indicating an intermittent miss fire situation. If you can get access to a TECH II, that is a VERY handy tool and will tell you exactly what cylinder is having a bad day!

Because of the stutter makes me think this is most likely a intake valve. One cylinder is not getting any fuel or air and is basicaly misfiring. It smooths out when the RPM increases.
I would pull the valve covers first and take a look. I would also go buy a mechanics stethescope and listen to the motor while its running. You should be able to hear the bad lifter.
