I swapped the headlight motor gears on my 2002 vette last september. I took my car out this week from storage & now My headlights don't open... or to clarify, only open randomly.

I think they just need excersize. When we got our '03 last summer it had that problem. Now, when we use it regularly (like each weekend) we've never had that problem again. (Oh, and it only happened to us on the driver side)
I would ask if the lamps light but the headlights do not raise up.
If so this is most likely due to a bad (or going bad) actuator control module.
I relaced my gears to no avail. My drivers would not raise/lower at all and the passenger would sometimes only raise part way.
I bought a used control module from karshop( new they are over $200) and installed and it corrected all of my problems.
The control module is located behind the passenger headlight. You may be able to get in there and replace by simply removing the three screws from the headlight cover.
