Default Windshield wiper problem

Hello I have an 98 C5 and I noticed when I start the car up and start driving the wipers move up about 3-6 inches as im driving. I thought I left my wipers on delay or something but that was not the case. The wipers are fully operational and work fine when I need them. One thing I noticed when I turn the car off is I can hear a humming/hissing or some kind of motor moving noise right around the motor of the windshield wipers I think. Could my motor be going bad or is it something else.. Thanks for your help..

The wiper control module is actually under the wiper motor in the
cowl tray, and it can get wet, and actually submerged in water if
your cowl drains aren't working.

Do a search for cowl drains (actually the word "udders" will
probably do the job), and make sure your drains are open, then
remove the black plastic cowl cover and inspect what's going
on under there. Could be a shorted wire, or maybe the module
is going out.
