Paint Hoodliner?
I just used standard enamel. You're right about the soaking in though. I put about 4 coats of black on to temper the emblem then painted the red and white. I didn't use any special heat paint and it's holding up fine.
good luck,

Start by removing the liner from the hood. There are 15 round plastic retainers that pull straight out. Now clean the liner prior to painting.
I used a nylon bristle brush and air to clean.
I used Rust-oleum Flat Black over the emblem area. Two coats. I then use Tester's model paint in a tube which I purchased from a hobby shop ($3.00 per tube). I used silver, red and white.
Start by outlining the outside area with silver. It easy because of the raise edges.
Here is the outlining complete and ready for some color Time about 1/2 hour, 2 passes. Next I put on the white in the flag area, then moved on to the red. BUMMER! The red just soaked into the raised fiber. Another coat, same thing. Another 4-5 coats, starting to look better. Another coat of white, it looks good. When back to hobby shop and purchase a small bottle of red enamel model paint and brush. This did the trick. Red now looks good. Applied another coat over silver, white and red.
Let dry and reinstall on car with original plastic retainer.
Time 2-3 hours Cost $15-$20.
