Must Pass Inspection
CHECK ENGINE LIGHT STAYS ON WITHOUT CATS. GOTTA GET A STATE
INSPECTION. HARD BREATHIN CAM KEEPS LIGHT ON. WHO KNOWS A PLACE LOCAL THAT WILL PASS IT. OR A QUICK FIX. ??

Who tuned it? They should have set the tested parameters to always show OK during the test. If you have a CEL then it will not pass. I don't know of any shops that will just give it a sticker. You need to contact your tuner or if you tuned it yourself you need to learn which parameters to set to OK.
For a quick fix you can call HPE and see if they will tune out the OBDII codes that will cause it to fail.
