I think AutoZone will check them for free. Also, check your connections at the battery and Alt. Check the battery ground lug too. It's accessable from under the car at the back of the motor.
I have the same problem when the car is cold and I shift gears. It drops to 12.6V for about a second and then comes back up to 14.1 I just took my alternator to Pep Boys and it tested fine. My optima battery is in a state of "low charge" according to tests.
This makes me believe it is a grounding problem. If I find the source, I'll let ya know.
My '99 has done some minor flickering or slight dimming the entire time I've owned it which was new. The lights slightly dim for a half second or so, after starting it up at night, here at work, then while getting on the freeway, there is a curve that I must slow down on right away(onramp) at which time they dim slightly. Later on, about 10 minutes down the freeway, without fail, they'll do the same thing again. The digital voltage will show the drop as well. I believe its the alternator changing from high-rate charging to low-rate charging after the initial drain from the startup. As for first getting on the freeway, the rpm drops off because I've slowed down, therefore the high-rate charge cannot be maintained by the regulator, till I'm on the gas again, seconds later. If this is what you are seeing, it might be normal.

My 05 C6 just started doing this as well.
Same thing as in your video. The taillights flicker and any other lights that are on flicker as well at idle. Over 1500 Rpms and its fine, Voltage steady and no flicker. This is after a long drive or right after startup. No change in those parameters.
I already had an appointment at the dealer to fix some other issues so I'm going to add this one too.
Post what you find out and I will post the results of my dealer visit too.
Mine wasnt like this before a long road trip, but now after it is doing this same thing.
I am guessing alternator.
Battery is new and the connections are tight.
Maybe my long trip wore out the alternator. I dont know..
