Ok, first problem is that my passenger headlight motor is running on when I turn off the headlights and they close. It's making the most horrible grinding noise. I know that this is a common problem with the plastic gears as I had the same problem with my 95 coupe.
#2. When I turn JUST my fog lamps on, the headlight doors open without the lamps coming on.
#3. When the exterior lights are turned on it is taking several seconds for the gague cluster lights to activate.
All of this started happening about the same time that the passenger headlamp motor started grinding. Has anybody had this same issue or know someone that has. Are all the problems seperate issues or do I possible have the beginings of an electrical system meltdown.

The fog lamps shouldn't come on at all until you go away from off on the headlight switch. The gauge light circuit is seperate
It's a long shot but it may be the switch itself. Theres an output to the headlight doors, the exterior lights and the interior lights. Try some electronics cleaner on the switch. Give it a good spray and see if that solves it.
The gears as you say, are causing the run on but it sounds like two separate snags to me.

A friend of mine said that I need to just buy the brass gears for both motors and that should fix the grinding issue. That I'm fairly confident of. I'm just worried about the headlight doors opening when all I've done is turn on the fog lights.

I have read that once you fix the headlight problem with the brass gear, the headlights will stay down when you turn only the fog lights on. The reason for it had something to do with the automatic timeout that happens when the stripped gear spins. I'm having the same problem and need to buy the gear.

Guess what? I installed two brass gears this weekend and it solved the problem of my headlights popping up with only one click of the stick. I'm 99% sure you'll find the same.
I bought Rod Dickman's gears. The install was really easy and straight forward, took me about 2-3 hours total for both headlights.
