How do I test the BPMV??
I finally pulled off my EBCM and sent it to Brandon at www.absfixer.com to be repaired
While I have it off, I would like to check the resistance of the BPMV solenoids. I have searched several threads and cannot find exactly how to check the resistance of the solenoids. The service manual is of no help either.
Anyone have, or can explain, more detailed procedures?

I believe that without the EBCM installed, you cannot check the BPMV.
You say you have the service manual .... basic steps as listed in the manual (See DTC C1214)
1) Turn Ignition ON (do not start the engine)
2) Disconnect the pump motor harness pigtail connector from the BPMV
3) Measure resistance between each pump motor control circuit and the housing of the BPMV (Basically you are measuring the voltage from the wiring which you just disconnected to GROUND).
4) You should get a 0 voltage reading on each circuit ... if a circuit shows voltage flowing, then the BPMV needs to be replaced.

Your out of luck bud. The solenoid coils are inside the EBTCM. Inside the BPMV are mechanical poppet valves that are actuated by the coils inside the EBTCM:
You can however check the motor resistance. It plugs in on the bottom of the EBTCM>
