I installed a Column Lock Bypass in my 2002 Zee today, and used the included power cord that plugs in between the column locking mechanism and the cigarette lighter plug. It's used to permanently park the column lock in the unlocked position after the CLB is plugged in.
Anyway, the instructions said to plug in the included power cord between the column lock and cigarette lighter plug, then turn on the ignition to park the column lock.
Well, as soon as I plugged in the cord, I heard the column lock move and park ... so I unplugged the cord. No key was needed as the instructions said.
All work out fine, but the real question is if the cigarette lighter plug is supposed to be "hot" even with the key out of the car? Since the instructions were written making it sound like the key needed to be turned on to get power to the cigarette lighter, I'm wondering if GM changed this at some model year?

If the cig lighter is always "hot" on the C5s since 1997, then I'm wondering why the CLB instructions were written the way they were?
Is that a true cigarette lighter or is it an accessory port? Acc ports using the cig. lighter style configuration are pretty common on many SUVs there days.
