Not sure what your setup is, but I have QTP's headers and the "X" pipe in the rear can be bought with or without the cutouts. Once installed, it would take 20 minutes to swap pipes and easily remove them for inspection.

If you're talking about electronic cutout valves (like QTP or McCord), then yes, I think you will find that they all leak a tiny bit eventually. They tend to seal fine at the start and eventually there will be a little bit of a leak. I doubt many people could notice it, it's pretty minor.

I put my money on NO. I'm guessing they are illegal in all states. They are not legal in Virginia. In Virginia not only can you not dump the exhaust, you also can't have anything bypass the mufflers. But simply unbolt them and bolt on a cover and your are once again legal.

I've used two different types of electric cutouts, one was made by BadLandz (ebay vendor) and another made by QTP. Both were 3" in diameter and both leaked on me. The motor on the badlandz one actually fell off on me once while it was open and I had to order another one.
The only way I've found to get a positive seal is to use a block-off plate on the cut out. I had some studs welded on the holes so they wouldn't back out and used wing nuts so no hand tools were needed. Removal took only a couple of minutes @ the track. It wasn't as easy as the electric cut-outs but it never leaked on me.
I've never tried the manual/cable kinds, that might be another option.

Yes, they have a single toggle switch. Flip it up to open them up and flip if down to close them up (of course which way you flip it depends on how you mount the switch). They take 5-6 seconds to open all the way up after you hit the switch. So the longer you hold the switch the louder they get. You can dial up exactly how obnoxious you want to be!

I heard that it's legal if they're placed after the CAT, but from my experiences in law enforcement, any modifications to your intake or exhaust are illegal. It used to be where there would be a certain decibel level till it was illegal, but now it's just anything different from stock.
It really depends on the officers discretion, as stupid as it sounds. I've was driving next to some Supra and my Borla exhaust was waaay louder than his. The cop paid no mind to me, but had no problem pulling over Mr. Yang. I think it's retarded to give an officer the power to decide what he thinks is reasonable. I remember listening to some officer tell us that he pulls over Honda's and Acura's for their mufflers, but that American cars were fine. I'm happy I have an American muscle vehicle, but it's the way he said it. He was just being a douche.
They're pretty much the same exact thing. Just look at the pictures of them on their respective websites. McCord has been out for a long time ( I bought my first one around 7 years ago? ), QTP came out with their copy a few years later.
