Referring to your mention of tuning licenses, I just called Hypertech. I was advised that if their "used" programmers read the correct VIN# of your target vehicle, you're good to go, with all functions of the programmer intact and available, as if the programmer were new. IE', I'm told that there is no diminution of it's intended purpose, because of any "prior user's" licensing restrictions.
It is essential, however, that the seller of the used unit reload this/her target vehicle with it's original factory settings (stored in the unit), thus restoring the Hypertech to it's full usefulness.
