Just installed the clb after reading alot of threads on this topic & I'm still receiving the service column lock message. I removed fuses # 25 & 29 for a reset. Any help will be greatly appreciated because I do NOT want to flatbed it back to chevy. Last month I flatbed car to chevy for same problem, they removed steering locking plate and said have a nice day.

I am not sure exactly what relay you have in your car. You said the dealer removed the lockplate, so did they also install the GM Harness K relay kit at the same time?
When you say you installed the CLB, did you remove the GM harness and replace it with the aftermarket CLB?
If your actuator still works, try reconnecting the actuator and see if the error goes away.
I don't know what they ( chevy) did in 2003 because I did not own car, but chevy told me the campaign was done. But in July 07 Chevy inst ECL relay & removed locking plate because steering wheel locked. I had a chevy mechanic dispatched from dealership to unlock steering wheel so I was able to get car on flatbed. Thanks for any & all info. Rich
Is your car an automatic or manual transmission?
It sounds like it may be a manual if they did not remove the lockplate in the first recall.
Bottom line I guess is that the lockplate is gone now, so the column cannot lock, but you still need to get a working relay in the system to send the correct signal to the BCM and get rid of the error, (and possibly avoid fuel cut off).
If you installed an aftermarket CLB and are still getting the error, you may have a bad relay, or it could be a synchronization problem. Reconnecting the actuator is a good way to narrow down the source of the problem.
TEXHAWK0 is RIGHT on target! You can also have a set DTC which will prevent the BCM from functioning correctly and kill the fuel and give you messages.
The process of installing the CLB must be done in a specified sequence and all of the column lock components MUST work correctly.
If I were you, I would put the system back to normal get it working correctly (check and clear the DTC's) and once it is correctly working without messages, reinstall the CLB.
You must use the 12 VDC jumper cord to RETRACT the locking bolt and it MUST retract.
Then disconnect the COLUMN LOCK motor connector (under the steering column), install the CLB and it should function without DTC's.

From what the OP is saying, it does not have an aftermarket CLB in the car. It has the GM recall instead.
My recommendation is spend $50 and order an aftermarket CLB kit and install it ... problem solved.
I just installed a CLB from Corvettes of Houston. I called down there when my car was in the shop to ask him what my options were. The Chevy dealer told me my actuator was bad, and that it needed replaced. The very knowledgeable (IMHO) rep at Corvettes of Houston told me that his product absolutely WOULD NOT work unless the car was operating normally. He said if you have the Service Column Lock error, it has to be fixed before installing the CLB. I have every reason to believe him, based on his seemingly intimate knowledge of the issue and its history. I wound up having the actuator replaced (GM ate half the $590 cost of tow/install/parts), and I put the CLB in. So far, so good...
I had the same problem, and the dealership changed my bcm, saying it was fried, That freakin problem cost me a grand. Column bypass also was changed as well,for the second time. and all it is is a useless relay for the column lock plate, that gm removed. errrrrrrrrrrrrrrrrrrrrahhhhhhhh!
so all in all I still have the column lock inop on my dic, but my car starts? It was fixed, but every time I take it back to the dealership they say its something else thats broke. last time they chaged my harness from the column lock to the bcm, I think they bypassed the fuel shutoff? I still get column lock inop every time on my dic too? and now I get a new check engine light saying that my tire monitor system is inop? This vette cost soo much not including my tire sensor thats bad because of a flat wich stranded me because I have no spare!

Problem is even with the plate in place the bcm can think the actuator is locked when it isn't........Kinda the main reason behind the clb. It tells the bcm that all is well....................
ohh and AAA dosent tow vettes. They refused to come out with a flat bed, they could of used ramps on a flat bed, but left me stranded. I pick and choose good days now,and also bought emt tires now. When I bought my 98 c5 I had generics on it.
