Is it safe to have a 315/35/17 on a 9 1/2 rim? for drag use I know its not good for handeling because the side walls will bolge out...

No it's not because the rim is not wide enough and the tire will bubble in the center and you'll actually loose a portion of your contact patch, which is the whole reason that you went with bigger tires in the first place.

Ok...the only thing that bothers me about using 17's for the track is that you are limited to either 275's or 315 theres nothing in the middle...will i be better off just using 275's with a 17" wheel or should i get 18's where i have more choices like 305,315,etc..? I would like to use stock Z wheels so im limited to either 9 1/2 x 17 or 10 1/2 x 18 whats my best option for what im trying to accomplish?

Tire selection depends on how much power you put out and what your purpose is. If you're a dragger or road race guy, your wheel selections will be different because road race guys typically increase their brake size to get better stopping power.
I run 18 x 10.5 275/35/18's and 18 x 12 335/30/18's with PS2's on CCW Classics with 14" Wilwood Brakes.
I like the 18's for all around use. What are you going to use your car for ?
