Freeing Up Headlight Adjusters

Will be working on my lights this weekend and I want to make sure that the headlight adjusters are freed up and working properly. I know people have broken theirs if they are siezed up.
Are they accessable through the top with the bezel and the top removed?
Also lube suggestion.

Remove the headlamp assembly. Then you can see how the gears are seized. It was kind of a pain but very fixable.

Just look at where everything is when you get things opened up. I used Superlube Dry Lube in a spray can.......worked great
