The fog light switch sends a command to the BCM to request the lamps on. It in turn, turns on the fog lamp relay which causes them to light. Now considering the flash to pass should illuminate them during the day and not at night, the BCM is suspect. I'm wondering though if the headlamp multifunction switch is having issues. Its either that or the BCM. I think they only way you will find out is with a Tech 2 scan tool which means a trip to the dealer for most of us. Pay them the $80 to tell you what is wrong, then you DIY the fix.

More than likely it is your plastic gears finally gone bad on one side or the other. Brass gear swap fixed mine! Do a search on headlight motors gears and get the Rodney brass gears. No more problems for me!
were you experiensing the same problem with the head light? I don't know if the head lamp gears will cause the unit to pop up if I turn on the fog lamps. Can you tell me more about what was the problem you were having?

I would say it is definately your headlight gear going. Same thing happened to me. Have you had problems with one of your headlights coming up? If so, that gear needs replaced, do a search for brass headlight gears or look at TECH sticky. Next that headlight will make a machine like noise when closing or opening.
You can use the headlight manual **** to put them up, or if you just turn a little before putting them up, they will work that once.
I just checked the head laps, and you are right!! the right head lamp makes a noise for a few seconds after its closed. I never noticed this because I always have the radio very loud. Wow amazing. is it simple to change the gears?

It is pretty simple, takes a while (1 hour), do a search. There are 2 brass gears. Rodney Dickman's is identical to stock and comes with a new, better rubber bumper. If you have a later model C5, his kit comes with braces to help hold on the gear cover (very important). His kit includes lubricant and epoxy.
Just for clarification – You do mean fog lamps and not parking lamps. The Multifunction Switch on the turn signal stalk can cause this as this switch controls both the headlights and parking lights.
The worn gear may be a separate problem.
