This is an update for anyone that uses the search function in the future and finds these helpful.

I finally think I solved all the problems (fingers crossed). The low voltage issue I think was a ground. After I cleaned and tightened grounds that went away. I was left with the High Voltage issue on the DIC though. Turns out my IPC was going bad. I found someone selling the bits of a old IPC on the auction site and bought them. The main thing I wanted was the circuit board that goes in the IPC. I installed it in the car and the voltage issue was gone, but the mileage on it was about 60k less than my car had on it. Not wanting to pay some $300 to get it reset, I started looking for a used IPC with closer to my mileage on it. As luck would have it I found one that had about 1k more miles on it. I bought it and installed it last night. Through my last night test drive and driving around today I am proud to announce no more electrical issues!!

I even figured out what was causing the slow drain on my battery in the process. It was the monitor for my carPC. For now I just installed a on/off switch so if I am parking the car for a couple days I can turn it off. With the monitor and PC completely off the car draws 25ma.

Excellent, thanks a bunch for being one of the few who actually come back and update the thread when the problem is solved!
