What is this?

Passenger side front under bumper, next to radiator. There is some sort of nipple sticking out of a panel. Right next to where the horns are located.
What is that thing!! A Speed sensor for when you approach Mach 1 ???

I would like to fool my system into thinking the outside temp is warmer than it actually is. This is so the A/C doesn't turn off at 40 degrees when it's humid outside.

Maybe insulate the probe?

Any suggestions?
