Well your profile nor your post says the year of your car, so I'll tell you what it does in my 03. It does exactly what your title says, it releases the convertible hatch in case of battery power loss. It is loose on one end and connects to the convertible hatch latch on the other. You also have cables in the rear to open the trunk and gas doors for the same reason. It's all in the owner's manual. Put your car year and type in your profile, it's easier to help you when we know what you have. Even easier, post it in your question.

The release cable doesn't have a "****" or handle on the end of it, If that's what you are looking at. I have an after market trunk carpet and if I don't pay attention to where the release cable is when lifting the carpet it can wind up under the carpet (out of sight/reach). The same with the gas door release cable. I would guess GM did this for cosmetic reasons (again, just a guess). If it works, all is good, but there isn't much to grab a hold of is there?
