Will 2006 hud unit & speedo fit in a 1999? Is the HUD unit the same for all years?

From an answer I have seen here before, No. The BCM is different and it won't work.

No, you can install a C5 HUD in a C5, you cannot install a C6 HUD in a C5.

As others said, No. They are not the same and have lots of different information sources.

Fit? With lots of work cutting, trimming, etc, yes.
Work? No.

Big difference between "fit" and "work".
