If you have wired a lighted switch in your console, and the light stays on even with the switch off, you have reversed the hot wire in and the wire that goes out to what you want to turn on and off. IF you switch the two wires, then your light will be off unless the switch is on.

Or, if I misundertood your question, maybe you need to power it from a switched power source, and not a battery source. IF you were using the power connector by the pass fuse panel, you would want the Yellow for power(on with ignition) and the black. The orange is on all the time.

Wired in the way you now have the switch wired, Yes it will drain your battery over time.

If you still want to use the cigarette lighter wire as a power source, then put a switch between the power wire from the lighter and the power lead for the cout-out switch. Then turn the cut-out switch on or off when you want to.
