My C5 is bone stock...and it came with that Northeast/California Emissions RPO code. I do nto know what this means.
But, I am buying an XR-1 Exhaust, possibly an X-Pipe, and either the Halltech or Breathless Performance "394 HP" package for my C5. My question is do I need something like a Hypertech Power Programmer (or something) to readjust the Air to Fuel mixture and or to reprogram the system for the added modifications? I have heard all sorts of stuff on this topic and do not know what to do.
Can I be sure to get rid of any restricting emissions programs or junk as well? I want to do this right.

In my opinion, you do not need to do any reprograming with these basic bolt ons. I do have one insight though. You didn't mention if your car was automatic or manual. If auto, the Powerloader or Hypertech can help with shift points and firmness. On a 6 speed, gains are less. Best of luck.

Are you sure an x-pipe will fit with the XR-1 system? Someone will chime in here soon... for some reason I thought an x-pipe couldn't go on with an XR-1 system. :)

The best way to keep on top of air/fuel ratios is to buy a MAF translator and a scan tool (Autotap, or Ease) and fine tune it that way. Or, you can go with a MAF that is rich by 5%. Not sure about the Hypertech helping with air/fuel ratios. :chevy

No X-pipe with the XR1. The system replaces the stock exhaust from before the "H" and back. The X pipe is used with the other, more popular exhausts - e.g. Corsa, which simply bolt on with the over - axle pipes. You have to cut the pipes with the borla. I think some here have used an X-pipe in place of the Borla resonator (muffler), which would make it essentially a straight pipe exhaust, which I think would be too much. The XR1 is just right as it is, in my opinion. Nice choice. :seeya

Your on the right track IMHO... I would suggest also installing a new thermostat 172 - 178 degree unit and utilizing the Hypertech to lower the fan on temp... BTW, I have had good performance increases with my Hypertec Power Programmer installed. This is just my experience but others have not be as fortunate as me and stated no gains in performance...
