I don't think so Dave. In the past, whenever I noticed the presence of some fluid around the outside seam of the tank or near the cap, I never saw any fluid inside the rubber diaphragm itself after removing and inspecting it. All the indications I was seeing was that the fluid was seeping from between the cap and the top edge of the reservoir.
