Could you please describe where this "open truck" button is located, or what function it performs ???? I cannot picture any button in a Corvette that shows an "open truck" .....
When you say "dash" lights ... again, you are going to have to be more specific .... do you mean the lamps that light the gauge cluster (speedo, tach, etc.) .... and that the other "dash lights" such as the buttons for hatch release/fog lamps are lit and the HVAC and Radio displays are dimming correctly ???? Are the lamps in the doors for the door control buttons working ???
When you say "tail lamps" .... do they work at all (such as they work in Park but not in Headlight position ???? Or they don't work in any position on the stalk.
You mentioned you replaced the Multi-function stalk for the Headlamps, and that you "checked" the relays .... did you check fuses ??? How did you "check" the relays .... this car uses relays for controlling almost every lighting function ..... that way the BCM has equal control as the driver when you have the Twilight Sentinal option installed/on.

Check fuse #6 under the passenger footwell (10A). They all share the same circuit.

Sorry i wasnt a little more specific, when i said dash lights i meant every light inside the car that is supposed to turn on when you turn the headlights on, ie. speedo tach, active handling/tour/sport, window controls hvac and radio hatch realease/fog lamps, reverse lights, tail lights. Break lights still work fine and so do the headlights.
All these lights will come on as soon as you turn the ignition to off (except the hatch release/fog lights).

Fuse #6 controls that circuit. Take a new fuse and try it. The only other item would be a bad ground or switch.
Sorry guys, I feel like a dumbass. First thing i did when all this happened was checked the fuses but i must have missed #6 or didnt really look hard enough becasue thats what the problem was.
If anyone ever wants to know how to spend a few hundred bucks, a week ripping apart and putting the interior back together again 15 times all to change one fuse just ask
