I have a 99 vette and i started having trouble with both my AC and main belt. My car started eating both belts. So i changed out all the pulleys and it still did nothing. Then i noticed that the harmonic balancer was loose i could unscrew it with my hand. I think that was the problem the whole time. First I don't know how it would get loose but i was wondering if there was a way to tigthening the pulley. i tried with just a regular wrench but i can't tighten it. I was hoping there was a way to tighten it with out having to remove everything in the frontend. So if anyone can tell me how it got loose and how to tighten it without removing any major parts i would appreciate it.
There is a special installer tool for the harmonic balancer and you also must use a new bolt. I hear that the balancer itself usually needs to be replaced as well and there are better aftermarket balancers than the stock. You can make the installer tool yourself with a trip to one of the hardware stores. Use the search function here and you will easily find pictures of the tool.
There is no cheap fix, you need a new balancer and bolt and the steering rack will have to be removed to make the repair.
I would highly recommend pinning the new balancer to the crank unless you what to do the same repair again!

I agree. What ever you do, do not drive it this way. If you ruin the tapered surface on the crank, you will be in bigger trouble. Have it towed to a shop or do it yourself. You have to get the front end up, disconnect the steering hoses, remove the rack. Since the damper is already loose your bolt may not be hard to remove with a breaker bar.
Get a new ARP bolt to install as its a better bolt and easier to install.
