What headers are you using. May not be the case, but back in the day I had some headers on my Eclipse and the car would not pass, as soon as we changed them out to diferent headers, it passed the sniffer test.
I guess you were lucky to get past visual with a Vararam and LTs. Believe it or not, many smog techs will look under the car, since as was mentioned, many modders pull their cats. Personally, I would not depend on certain smog shops to get past the visual since techs quit and ownerships change.
While it is possible to pass the sniffer test without cats, that's a chance I wouldn't take, especially since my HC emissions are not that far away from the lowered state maximum. Your NO is much higher than mine, so you might find this interesting:
NOx emissions are the result of high combustion chamber temps pure and simple. NOx readings go up whenever there are hot spots that exceed about 2400 degrees. Things like high compression and lean mixtures contribute to high chamber temps, as does over-advanced ignition timing.
