If you don't spin the rear tires, there is no difference at all.

If you break the rear tires loose when accelerating, TC will jump in and pretty much kill your power for a second or so.

If you WANT to spin the rear tires, TC needs to be shut off, otherwise leaving it on is fine for a normal street commute.
On a track, it is the norm to shut it off, because some controlled wheelspin can be beneficial, and a good driver can react and adjust quicker than the TC system can.

Traction control will react differently depending on the situation. For instance if you have the car with the front wheels pointing straight ahead you can sometimes dump the clutch and get the rear wheels to spin quite liberally as long as you keep the tail from wagging too much. Other times you can be coming out of a driveway at an angle and have just one rear wheel hit the bumpy interface between the driveway and the street just right which causes a glitch in that wheel's wheel speed and the TC will almost instantly shut down power. This leaves you half way into traffic with an engine that has just shut down at 10 mph.

If you turn it off then you can spin the tires any time you want and the driveway problem will not present itself.

If you have the Active Handling option besides just ABS and Traction Control you have other things you can do such as turn off TC and leave AH in Competition Mode.

Just for the record MOST (some of the very oldest do not have it) have "COMPETITIVE DRIVING" mode that will let you spin the wheels yet keeps stability control on. On the older ones you need to be stopped,,press and hold the traction control button for 5 seconds after it says "traction control off" then it will display "COMPETITIVE DRIVING"!! Enjoy!!
