Why does the passenger side AC work fine but the driver side won’t cool. Although sometimes when driving on city streets it will work but once I get back on the highway it will go back to no cool air

The very first thing to do is to read your DTCs and see if you have any for the HVAC system. If you do post them.

Your problem is most likely due to a low R-134 charge. Have the system checked for freon charge. Once its charged you should be good to go. Simple as that!

I had this problem. I put in some 134 and it has been fine all summer long. Try this before you get in to deep, for less then $15 bucks it might be as easy as mine was. I thought it was the controller but luckly it was just low on service. When you service it make sure you top it off. Don't ask me why one side was cold and the other was not but i had the same problem.
