If I wanted exhaust work done I'd go to Gary at PFE.
Last year when I was very busy Gary did some good work including installing a steering rack, steering pump, poly bushings etc. He made a custom Y pipe for my old Camaro a few years ago.
BTW. He installs H/C packages and sends his clients to Vector for tuning.
I've heard mostly good about Vector but have NO personnel experience with them and so have no opinion but the fact that Gary recommends them is a plus.
I had the same problem with Livernois as Joe Bazan (thanks for the PM Joe) and last year left a couple of messages and got no response. Rick seems to monitor the forum and so next time I would PM him directly.
Dr Phil has been mentioned here, he is always spoken of highly and I contacted him a couple of weeks ago and he responded that he would tune my car if requested ...my conversation did not go further as I am assembling parts and still need to install the H/C etc etc.
A "mail order" tune is an option if you're only installing intake and exhaust this is cheap (relatively) and can save you money and problems.
My C5 Z06 PCM was tuned by Charlie at RPM in CA. after I installed LG LT's and a BB Bullet cat back I sent him the comp and it was back in a few days. Cost $150.00 approx as RPM had a forum "special" running.
As I've always wanted to know what my Z was producing for RWHP I checked the Dynojet web site and found Walsh Motorsports a few miles from me ...called a couple of times but only got the answering M/C ...so I drove over ...hey it's only 7 miles away. Don Walsh was a good guy, a racer (both drag and road course) and in a short time I had my dyno numbers. They were surprised at the #'s but they were inline with my estimate. This is the Charlie tune, nothing but safe and just removed the rear O2's and consequent codes and adjusted the AF for the intake/headers. I don't doubt that Walsh could tune my Z.
To get to the OP's comment about used parts etc. I have used LG headers, used BB Bullets and a vararam intake (already on the car when bought) paid $1150 for the headers (used for 1500 miles) with cats (not used) and $325 for the BB's. Avoiding the Corvette tax and buying carefully and when parts become available can save money that's better spent on tires, pads and rotors for the track.
The OP's problem will be not installing himself .... this is what gets expensive. If you have to get someone to do the work you will pay and not always be satisfied.
Here's an example. ATI did my first alignment a few years ago and I was confident it was accurate, however they stopped taking outside work. After installing coil overs I tried tried various other "shops" with varying results and so ended up aligning the car myself and after a couple of trys learning the ropes I had it down ..the same with corner weighing which I also did (with help from MYSR71). So my point is get down get dirty and do it yourself if you can.
